Office of Councilwoman Dr. Sukh Kaur – San Antonio City Council District 1  

Position Title: District Director 

Salary Range: $50,296.48 - $87,336.60 

Job Location: This role primarily offices out of the City Council District 1 Field Office (8507 McCullough Avenue, STE A7, San Antonio, TX, 78216) 

  • This position is not a remote position. Applicants would be committing to working in an in-person, office environment.

Job Summary  

Under general direction, the District Director serves as a key member of the internal leadership team in the Office of Councilwoman Dr. Sukh Kaur. This position provides high-level oversight of the Constituent Services team, ensuring efficient workflows, consistent service standards, and timely resolution of resident concerns. The District Director also plays a key role in supporting district-wide infrastructure priorities through project tracking, departmental coordination, and field-level assessments. 

This role requires a strong team leader with experience in operational management, interdepartmental collaboration, and municipal service delivery. A background in construction management or public infrastructure is highly supportive in effectively advancing the district’s capital and neighborhood improvement efforts.

Essential Job Functions  

  • Provide operational and leadership support to the Constituent Services team , including general guidance, workflow improvement, and issue resolution 
  • Serve as an internal resource for escalated or complex constituent cases, coordinating with City departments as needed 
  • Help shape internal systems and standards for delivering consistent, high-quality service 
  • Work in tandem with the Infrastructure Director, tracking capital improvement and maintenance projects using internal dashboards, 311 systems, and departmental tools 
  • Manage and assist with reviewing infrastructure priorities, including bond programs, discretionary funding, and neighborhood-level improvements 
  • Conduct field visits and site inspections to monitor project progress and document community concerns 
  • Coordinate across internal teams to maintain alignment on infrastructure and constituent needs 
  • Represent the Councilwoman’s office in external meetings or briefings as appropriate 
  • Support after-hours meetings or community events as needed 

Preferred Qualifications  

  • Demonstrated experience managing or supporting teams , with a focus on service delivery and operational coordination 
  • Strong interpersonal and leadership skills, with the ability to support team members and resolve sensitive issues with care 
  • Background in public works, capital projects, or construction management strongly preferred 
  • Familiarity with City of San Antonio programs (e.g., 311, Infrastructure Management Program, bond projects), and experience using CRM systems, project tracking tools, and workflow platforms  
  • Strong organizational skills with the ability to manage multiple concurrent priorities 
  • Comfortable conducting fieldwork and engaging with a diverse set of community and City stakeholders 

Minimum Job Requirements (COSA Standard)  

  • Bachelor’s degree from an accredited college or university 
  • Three (3) years of relevant experience in staff supervision, public administration, infrastructure, or a related field 
  • Valid Class "C" Texas Driver’s License (preferred) 
  • Applicants may substitute two years of relevant experience for one year of higher education and vice versa, per COSA guidelines
